Keolis contract in Tours renewed for six years.

The Tours mobility authority has renewed our subsidiary’s contract to operate the city’s transport network, effective 1 January 2026. Over the next 6 years, we will continue working to deliver a reliable, innovative, sustainable service to the region’s 350,000 residents.

Developing the Fil Bleu network

Tours’ mobility authority and Keolis share a common ambition: to transport 53.5 million passengers annually by 2031. 

The new concession contract covers the operation of both Fil Bleu, Tours’ public transport network, and Fil Blanc, the service dedicated to people with reduced mobility (PRM). It includes tram, bus, on-demand and accessible transport services.

It also provides for the launch of:

  • a second tram line
  • a third bus rapid transit (BRT) line.

Obtaining “Pacte Voyageurs” certification

Under this contract, Keolis Tours has also committed to obtaining “Pacte Voyageurs” certification and becoming a “société à mission” in 2026. Developed internally by SNCF Group in 2021, this certification ensures quality of service based on four criteria: punctuality, passenger information, vehicle safety and maintenance monitoring and customer service. Companies are audited annually by AFNOR Certification, which awards three ratings levels. Keolis Tours aims to reach the highest level of service quality by 2030.

Becoming a “société à mission”

In 2026, our subsidiary Keolis Tours will become a “société à mission”, formally embedding its corporate purpose and social and environmental goals into its bylaws. This decision reflects the company’s commitment to aligning business performance with positive societal impact. Implementation will be overseen by a mission committee composed of representatives  from the transport authority, employees and local stakeholders. 

Keolis Tours will also create a societal innovation fund to support community initiatives, with calls for proposals planned for 2028 and 2030.
