20,000 new housing units on SNCF land

SNCF Group—the second-largest property owner in France—has signed a commitment charter with the French State calling for new housing to be built on unused rail land by 2025. The project will add 15,000-20,000 units, with social housing accounting for 35% of the total. We take a closer look at projects in the Paris region and southern France.

6,600 new housing units in the Paris region

In the Paris region alone, nearly 70,000 people are searching for housing, and at SNCF Immobilier, we’re helping build the homes they need. Through us, SNCF Group has pledged to free up some 536,000 sq m of land that its rail operations in the region no longer need.

This opens the way for construction of nearly 6,600 new housing units around the region, with social housing accounting for 38%.

In Paris, the Group has already disposed of 3.5 ha of land in the 18th arrondissement for construction of 370 dwellings, including 222 units of social housing, plus a hostel for young workers and housing for seniors. Our subsidiaries Espaces Ferroviaires and ICF Habitat will help with construction.

In July 2021, the Group disposed of 240,000 sq m of space in Pantin, a north-eastern suburb of Paris, to the region’s public land management corporation. It will be home to a new ecodistrict with 1,500 housing units, bordering on a station for RER line E.

4,900 housing units in Provence-Alpes-Côte d'Azur

On 22 December 2022, the Prefect of Provence-Alpes-Côte d’Azur (PACA) signed a commitment charter on new housing for the region with Sophie Matrat, Management Board Chair at our subsidiary ICF Habitat South-East-Mediterranean. Under this offshoot of the 2021 national charter, 37 ha of disused rail land could be transferred to PACA by 2025. Nearly 4,900 new dwellings, including social housing, could be built to meet residents’ needs.

At SNCF Immobilier, we plan to dispose of 7-20 rail sites totalling nearly 370,000 sq m, also by 2025. Meanwhile, ICF South-East-Mediterranean plans to create around 900 new housing units and to begin rehabilitating some 960 more across the PACA region over the same period.

600 new housing units in Nouvelle-Aquitaine

By 2025, we plan to sell 14 rail sites to the Nouvelle-Aquitaine region in south-western France, under a commitment charter signed on 5 September 2023. Some 600 new housing units could be built on the land, which totals nearly 10 ha. Joint development plans call for both social housing and properties for rent and purchase, with a special focus on areas with acute housing needs.
