Large-scale renovation of our property portfolio in Dijon
SNCF subsidiary ICF Habitat, a social housing provider with properties across France, is busy upgrading 160 housing units at a residential complex built in Dijon in the 1970s. Ultimately, the retrofit will qualify the structure for energy efficiency certification and is part of a broader 10-year plan by ICF Habitat to upgrade 893 units city-wide.
Achieving BBC-Rénovation certification
To give residents warmer, more comfortable homes and improve energy efficiency, ICF Habitat is leading a major renovation project at the ZUP du Lac residential complex. The programme started in June 2024, with 160 units set for upgrades; 100 have already been completed. The project owner is ICF Habitat Sud-Est Méditerranée, a subsidiary of SNCF Immobilier’s ICF Habitat. Aim: bring 1970s housing stock up to the standard of France’s BBC-Rénovation label—a certification recognizing energy efficiency.

A commitment to energy efficiency
Renovation work is set for completion by year-end 2025 and will cut energy consumption by 50%1. Key upgrades include:
- External insulation and facade renovation
- Insulation and waterproofing of flat roofs
- New radiators, ventilation and hot water systems
- Renovation of walkways
- Replacement of external joinery and roller shutters
- Installation of new lifts
- Refurbished accommodation (landing doors, electricity, bathrooms and kitchens)
- Conversion of recessed balconies into indoor living spaces
Dijon’s sustainable housing transformation
In 2022, ICF Habitat launched a 10-year renovation programme to improve energy efficiency and the quality and comfort of its rental properties in Dijon. Planned in phases, the project will upgrade 68% of its housing stock¬—11 residential buildings with a total of 893 homes.
The first renovations began in 2023, with 86 units in the Bourroches district delivered at year-end 2024. Work is still underway at two other buildings, Marmuzot and Sorbiers, with completion expected in Q2 2025. The aim is to bring energy efficiency up to a C rating.
