Emmanuelle Cortot-Boucher

Emmanuelle Cortot-Boucher holds degrees from École polytechnique, École nationale de la statistique et de l’administration économique (ENSAE) and Institut d’études politiques de Paris (IEP), and is a graduate of École nationale de l’administration (ENA).

She began her career at the French Council of State before joining the office of the Minister of Labour, Social Affairs, Family and Solidarity, where she served as technical advisor with responsibility for legal, European and international affairs from 2007 to 2009.

From 2009 to 2019, she served as public rapporteur, then in the litigation section of French Council of State, where she was responsible for the preparation of judicial decisions as réviseur, and as deputy rapporteur to France’s Constitutional Council.

In September 2019, Ms Cortot-Boucher was named Director General of the French Biomedicine Agency (Agence de la biomédecine), a national public agency under the supervision of the Ministry of Solidarity and Health.

In 2022, she joined RATP, the public transport operator for the Paris region, as Secretary General.

Since January 2026, she has served as Secretary General of SNCF Group.
