A graduate of Institut d'Études Politiques d'Aix-en-Provence and Institut National des Études Territoriales (INET), Misoo Yoon began her career as head of finance in local government. 

In 2009, she joined France’s General Inspectorate of Finance, where she conducted audits, advisory assignments, and evaluations of public policy. 

She moved to the country’s Pôle Emploi in 2012, holding successive roles as Director of Strategy, Director of Network Oversight, and Deputy Managing Director in charge of Service Offerings. 

In 2021, Misoo Yoon became Deputy Managing Director for Human Resources at SNCF Réseau. In 2025, she was appointed Deputy Managing Director, Operations & Production, and head of the North-East-Normandy Production Zone.
