Born in 1992, a graduate of the Paris Institute of Political Studies and an alumnus of the École nationale d’administration (‘George Orwell class’), David Guilbaud is a magistrate at the Court of Auditors, where he began his career between 2017 and 2021.

Following a period working for the City of Paris, he joined SNCF Voyageurs in late 2023. Within the TER division, he held the positions of deputy chief of staff, then chief of staff and secretary-general. At the end of August 2026, he was appointed Chief of Staff to Jean-Aimé Mougenot, Chief Executive of SNCF Voyageurs.
