Xavier Ouin
Director of Passenger Safety and Director Industrial Operations, SNCF Voyageurs

A graduate of École Polytechnique and a Corps des Mines engineer, Xavier Ouin began his career in France’s Defence Ministry, then moved to the Ministry for Industry, where he headed the nuclear affairs section.
He joined SNCF in 1998, holding various positions in regional divisions before becoming head of industrial operations at its subsidiary SNCF Infra, where he was responsible for French rail network operations and industrial performance in maintenance and engineering works.
In 2014, Mr Ouin was appointed Chief Rolling Stock Officer, managing the processes that make SNCF more robust and coordinating all operations at SNCF Mobilités (which became, on 1 January, 2020, SNCF Voyageurs). He also served as Chairman of SNCF’s Masteris subsidiary, which provides maintenance, engineering and renovation solutions for rolling stock to clients in France and Europe.
In October 2017, he became head of industrial operations at SNCF Mobilités in addition to serving as SNCF’s Chief Rolling Stock Officer.
Since January 1, 2026, Xavier Ouin is Director of Passenger Safety and Industrial Director at SNCF Voyageurs.
